E-PIA: Manage Configurable Search Page Shows "No results to display" in the 'Search Content References' Field (Doc ID 2983386.1)

When attempting to search for available Content References in the Manage Configurable Search page, the following message is displayed.

No results to display

The issue was reproducible in the customer site with the following steps:
1. Navigate to Peopletools > Utilities > Manage Configurable Search.
2. In the 'Search Content References' field, enter a keyword to search on.
3. Instead of the available Content References that contain the keyword, the following message is displayed:
