Symptoms
The Dependent Document Upload does not trigger for Open Enrollment. It works for Life Events and OnBoarding Events.
The issue can be reproduced at will with the following steps:
1. Log in as an employee and select the Open Enrollment Tile from Employee Self Service.
2. Add a new Dependent to see that no validation document upload is required.
