E-CLOUD: Subscribed Channel Does Not Download Some Patches

Symptoms
After restore CM 15 from backup, un-subscribed and re-subscribed to the IH 9.1 channel, it does not download and show all the PRP updates.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to repository tile, my subscription tab
2. Un-subscribed and re-subscribed to the IH 9.1 channel
3. After it is complete, check the repository, it still does not show all the PRPs for IH 9.1 latest PUM, e.g. 15
