Issues related to Tax Update 23-C.
Customer is applying of Tax Update 23-C. During the testing they found the following issue:
Local taxes P0023 not always calculated correctly at .0006 rate
Steps to Replicate

The issue can be reproduced at will with the following steps:
1. Apply Tax Update 23-C
2. Create Paysheets
3. Run Pay Calculation for a P0023 employee
