HCM: Issue Getting RTI to Recognize Changes in Global Search for Job and Person

Symptoms
After setup and enabled Real Time Indexing for both index HC_HR_PERSON and index HC_HR_JOB_DATA, and adding a new Employee, No search results returned From Global Search to look for new person either by Name, Emplid, Job Code, or etc.
The issue can be reproduced at will with the following steps:
1. Setup and enabled Real Time Indexing for both index HC_HR_PERSON and index HC_HR_JOB_DATA
2. Add a new Employee with a Job
3. From Global Search select Type Job, {enter new Emplid}, no results returned
Or
4. From Global Search select Type Person, {enter new Employee Name}, no results returned
