Symptoms

Enabled the push back for Transaction id - JPMPERS but not able to see the push back in Fluid approvals Person Profiles.

Steps to reproduce the issue:
1. Enterprise components > Approvals > Monitor Configuration > Enable push back for JPMPERS
2. Employee self service > Talent Profile > Add competency and submit
3. Manager Self Service > Approvals > Access transaction submitted, no pushback button appears
