The GM Portal Project Detail Info - Budget status tab's Sponsor section is showing indirect cost budget item with 0 budgeted amount and yet displayed other expenses.

Replication steps:

1. Run the GM_PT_STAGE process to populate the portal staging tables.
2. Open a Project that has Indirect costs and budgets using the navigation: Grants > Grants Portal > Project Information > GM Portal Project Detail Info - Budget status tab.
3. Notice that under the Sponsor section, the Indirect costs Budgets item has the Budgeted column as 0 but has an expended column populated.
4. The expectation is to see both budgets and expenses for indirect costs.
