Symptoms

After running the Federal Work-Study (FWS) COD inbound process to load the COD response file, the process run successfully, but data is not updating the SFA_FWS_STG or COD tables.

The issue can be reproduced at will with the following steps:
1. Financial Aid -> File Management -> COD Full Participant -> Import FWS Response Data
2. Update the run control with the file path and submit the process to the process monitor
3. Review the Federal Work-Study Data page and the View FWS COD Data for updates
