Symptoms
After Tools upgrade from 8.57 to 8.60, a custom app engine ZX_LD_PSHUP that loop to use CI to update massive amount of data, take much longer to complete.
Replication step
1. Put below code to adminitest pcode action, which loop to call same CI.get() method 1000 times
