E-NV: Performance Issue When Running nVision Reports

Symptoms
Currently, in the process of upgrading PeopleTools from 8.59.10 to 8.60.06. As part of the process, also upgrading the NT servers from Windows 2016 to Windows 2019.
After the upgrade an nVision report that ran for about 1.5 hours on Windows 2016, the report now runs for over 8.5 hours on Windows 2019.
The issue can be reproduced at will with the following steps:
1. Reporting Tools > nVision > Define report request
2. Select the business unit
3. Run nVision report
