Symptoms

Fix for one Bug included in a PeopleSoft Release Patchset (PRP) was not included in the Change Package created for that PRP.

Steps to reproduce the issue:

     1. Apply a PRP to the source database.
     2. Create a Change Package to apply these changes to the target database.
     3. See that a patch included in the PRP is not included in the list of included patches.
