Creating a Change Package of All Fixes from PUM 3 To Current PUM Image Fails In Update Manager With Error 'Invalid File Reference(ID-CALLVERIFYUSI_CLASS' and Invalid File Reference(ID-USISERVICE_CLASS)

Symptoms
Creating a Change Package from the current Campus Solutions PUM image to the target environment at PUM 3 ends in error. The error occurs when option 'All Updates Not Applied' or using a range of PUM Images is used in Update Manager. The following error can be found in the log file created from the Change Package creation.
Invalid File Reference(ID-CALLVERIFYUSI_CLASS,Type Code-CLASS):File cannot be found in PI home.
Invalid File Reference(ID-CALLVERIFYUSI_CLASS,Type Code-CLASSES):File cannot be found in PI home.
Invalid File Reference(ID-USISERVICE_CLASS,Type Code-CLASS):File cannot be found in PI home.
Invalid File Reference(ID-USISERVICE_CLASS,Type Code-CLASSES):File cannot be found in PI home.
Invalid File Reference(ID-CALLVERIFYUSI_CLASS,Type Code-CLASSES):File cannot be found in PI home.
Invalid File Reference(ID-USISERVICE_CLASS,Type Code-CLASS):File cannot be found in PI home.

The issue can be reproduced at will with the following steps:
- Deploy the current Campus Solutions PUM image;
- Establish a target environment at PUM 3 in Update Manager;
- Create a Change Package using 'All Updates Not Applied' or 'All Other Criteria' with a range of PUM Images from 3 to the current image option in Update Manager;
- The Change Package creation fails;
- Note the error in the log file created by Update Manager.
