E-PN: Large Volume of Push Notifications Causes Weblogic Server's Thread Count and System Memory to be Exhausted (Doc ID 2992143.1)

The site encountered slow performance with Push Notifications in PeopleTools 8.60.06. The volume of push notifications would average to approximately hundreds of thousands per minute, with a minimum baseline of thousands concurrent PIA users of ongoing activity, and hundreds of thousands of unique users a day.

The JVM for web servers was exhausting the thread count and the memory.  JVM threads were reaching over thousands, and memory was growing to 10x GB. PIA users would experience slowness in navigation and login.

The issue can be reproduced at will with the following steps:

1. Users log into PIA.

2. Experience slowness.
