Symptoms

No Warnings displayed when Configurable Matrix Min/Max = 0-0% in Compensation cycle

Steps to reproduce the issue:
1. Navigation : Set Up HCM > Common Definition > Configurable Matrices > Define Source 
2. Navigation: Set Up HCM > Common Definitions > Configurable Matrices > Define Matrix
3. Define compensation cycle , Navigation: Set Up HCM> Product Related > Compensation > Compensation Processes > Define Compensation Cycles
4. Administer Cycle , Navigation: Compensation > Compensation Cycles > Administer Cycle > Build cycle and Open Cycle
5. Sign in as a Manager in the cycle with direct reports with a Review Rating of 2
6. Navigate to Allocate Compensation Page - Manager Self Service > Compensation and Stock > Allocate Compensation
7. Select open cycle, View Awards grid:
8. Enter 9% change, see no error generate
9. Expectation : See that this % supplied by the Manager is outside of the Matrix limits.
