ePro Requisitions Can Be Added Without Having An Account

Symptoms
When filling in an ePro Req, distribution is created without an account there is no warning message received. Requisition cannot be sourced to PO without Account field value.
STEPS TO REPLICATE
The issue can be reproduced at will with the following steps:
1. Create ePro Req,
2. On the Distribution Line detail, on Chartfield2 tab, let Account empty.
3. Click DONE / Submit.
No message, no warning.
