Symptoms
When trying to stage a supplier contract with open status below error shows up:
Error:
Contract is not available, or it is not qualified for release. (10400,25)
The specified contract does not have an Approved status,
Or
The specified contract ID is not found.

Steps:
1. Create a Supplier contract and save it in open status.
Supplier Contracts -> Create Contracts and Documents -> Contract Entry
2. Click on Contract Release and try to stage contract
