Symptoms
Supplier change request email does not use generic template SCR_GEN_SUBMIT.
The issue can be reproduced at will with the following steps:
1. Open Template=SCR_GEN_SUBMIT and update Sender as other and Email ID as xxxxx@yyy.com from PeopleTools > Workflow > Notifications > Generic Notification Templates
2. Create a supplier change request and submit for approval from Supplier > Supplier Change Request > Initiate Supplier Change Request
3. Open the email received and notice that changes made Template "SCR_GEN_SUBMIT" do not show up.
