Using the 'Use Next Journal ID' option leaves the Journal ID field available for change when adding a new Budget Journal using Enter Budget Journals. This is correct.

However, the 'Use Next Journal ID' option grays out the 'New Journal ID' field when using the Copy Journal Option for Budget Journals. The New Journal ID field should be available for change.
