Federal Need Analysis Calculator (FM NAC) is No Longer Calculating EFC's in Batch When Run With ISIR Load (FAPSAR00) for Aid Year 2023-2024, After Applying IM Updates for 2024-2025 (Doc ID 2997425.1)

When the 'Call INAS' box is checked on the ISIR Data Load Parameters setup, so as to invoke the FM NAC as part of the ISIR Load (FAPSAR00) process, the FM EFC Calculation is not being invoked when the ISIR loads. This behavior has been noted for Aid Year 2023-2024 and seems to coincide with some change(s) delivered in the Institutional Methodology (IM) 2024-2025 PRP.

Neither log file - for the FM NAC Application Engine or the FAPSAR00 Cobol - shows any error messages that indicates why the calculation doesn't happen.

The Mass EFC Calculation process, when run separately and standalone to calculate the same students, works to calculate the EFC, as does clicking the button on the Correct ISIR 2023-2024 component.  So, this issue is very specific only to the FM NAC process as it is invoked with ISIR Load.

The issue can be reproduced at will with the following steps:

  1. Navigate to Set Up SACR > Product Related > Financial Aid > File Management > ISIR Data Load Parameters > ISIR Load Options 1 for the Aid Year, and check the 'Call INAS' box.
  2. Navigate to Financial Aid > File Management > ISIR Import > Process ISIRs > ISIR File Load and run the process for Aid Year 2024, to load one or more new records.
  3. Navigate to Financial Aid > Federal Application Data > Correct 2023-2024 ISIR records > EFC\DB Matches\Corr, for a student loaded in the previous step and where the Primary EFC is > 0.
  4. As signs the EFC did not calculate, note the Prorated EFC displays 0 on the page, and click 'Need Summary' to verify the Federal Rule set is not populated.


The issue occurs after applying PRP 35266241 - 2024-2025 Aid Year Setup for Institutional Methodology (IM), which first delivered the ability to calculate the IM EFC for Aid Year 2024-2025, including in batch with the the use of the Mass EFC Calculation process.
