E-PIA: Bullet Points, Dashes and Special Characters Copy/ Pasted From MS Word Converted To Inverted Question Marks in Rich Text Editor (Doc ID 2998187.1)

Symptoms

When a user performs a 'copy and paste' from MS Word into a Rich Text Editor (RTE) field, the bullets, dashes (-) and apostrophes (‘) are converted to upside-down question marks. 

The issue can be reproduced at will with the following steps:
1. Navigate to Recruiting > Search Job Openings.
2. Search for a job opening.
3. Click on the Details tab.
4. Click on the Job Postings section.
5. Notice the inverted question marks from pasting the content from a Word document.
