Budget Date Field Not Visible on the eProcurement Schedule Details Page For Users Not Having Commitment Control Budget Security Rule Assigned (Doc ID 2998225.1)

Symptoms

When Commitment control is enabled for Purchasing, Budget Information tab is shown for eProcurement requisitions but the Budget Date field is not visible to the user. Issue is happening when users do not have Commitment Control Budget Security Rule assigned for "BUDGT_DT" field.

Steps:
1. Enable Commitment control for Purchasing.
     Set Up Financials/Supply Chain > Install > Installation Options (Products)
2. Ensure BUDGT_DT field security rule is not assigned to the user.
     Commitment Control > Define Budget Security > Assign Rule to User ID.
3. Go to eProcurement > Create Requisition tile.
4. Add any item and checkout.
5. Open the Line schedule details page.
6. See the Budget Information tab, Budget Date field is not visible.
