Symptoms

When using Fluid Job Data, if a new row is inserted on an employee who has a previous COMPENSATION row with a COMP_EFFSEQ = 1 and no COMP_EFFSEQ = 0 the system will automatically insert both a COMP_EFFSEQ = 0 and COMP_EFFSEQ = 1 which in turn doubles the employees pay.

Steps to reproduce de issue:
1. Navigate to Workforce Administrator Homepage > Manage Human Resources tile > Manage Job Tile.
2. Search for an employee who has a previous COMPENSATION row with a COMP_EFFSEQ = 1 and no COMP_EFFSEQ = 0.
3. Insert a new Job row for this employee.
Notice that the system will automatically insert both a COMP_EFFSEQ = 0 and COMP_EFFSEQ = 1
