When Force Finalizing an Event in Error Due to a New Dependent Awaiting Approval, Employee Is Enrolled in New Coverage Level but Without the Dependent.

Symptoms
After processing an event with an Election Error due to a new Dependent's document not being approved and therefore not qualified, the employee's new enrollment includes a change to the coverage code that includes the unqualified dependent even though the Dependent is not associated to the enrollment.
The issue can be reproduced at will with the following steps:
1. Employee goes to benefits enrollment for a New Hire Event through Employee Self Service > Benefits Details > Benefits Enrollment.
2. Add a dependent and upload birth certificate.
3. Enroll the dependent in Medical plan.
4. Submit the enrollment.
5. Log in as Benefits Administrator and Deny the uploaded dependent document. Navigation: Manager Self Service > Approval Tile.
6. Process the New Hire Event through Automated Event Processing. Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing.
7. New Hire Event goes to Election Error.
8. Check the flag ‘Finalize/Apply Default’ for the New Hire event through Update Event Status to force finalize the event. Navigation: Benefits > Manage Automated Enrollment > Events > Update Event Status.
9. Process & Finalize the New Hire Event through Automated Event Processing. Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing.
10. Check Employee Health Benefit Enrollment. Navigation: Benefits > Enroll In Benefits > Health Plans.
11. Employee is enrolled with coverage code 3 (EE+Children) but no dependent is enrolled, only the employee. Navigation: Benefits > Enroll in Benefits > Health Benefits.
