TAM: Withdraw From Hire Action Creating HRS_RCMNT Data With HRS_PERSON_ID=0 (Doc ID 2999959.1)

Symptoms

When withdrawing an applicant from hire, invalid data is being inserted into PS_HRS_RCMNT table with HRS_PERSON_ID = 0. Issue is occurring intermittently.

The issue can be reproduced at will with the following steps:
1. Navigate to Recruiting > Search Job Openings
2. Open a job that has an applicant in status '80' (Ready to Hire)
3. For that applicant, select Other Actions > Recruiting Actions > Withdraw from Hire, and enter any options needed to complete the withdraw.
4. Check the data in PS_HRS_RCMNT record. An invalid row with HRS_PERSON_ID=0 is inserted.
