GPES: The Rows Added on "Payee Pension Plan (ESP)" Are Not Correctly Ordered (Doc ID 3000320.1)

Symptoms

By adding a new Row on "Payee Pension Plan (ESP)" Page it does not become the first row, however, it is added as a historical one.

Steps to replicate the issue:
1. Navigate to Global Payroll & Absence Mgmt > Payee Data > Pension Information > Payee Pension Plan ESP > Payee Pension Plan
The Employee has 8 Rows and the most recent one has the effective date 01.08.2022
2. Add a new Row effective dated 01.09.2023
Notice:
By adding a new row (default effdt as of current eff date for e.g. = 01/09/2023), it was meant to be "added a new row at row 1", but it is added at row 2 (that is, 2 of 9)
The row with effdt = 01/08/2022 is still the first row (that is, 1 of 9)
