Getting Error "The quantity requested is greater than the suppliers allowable maximum quantity x on line x. (18036,8815)" while Saving the Requisition and not showing confirmation page (Doc ID 3001622.1)

Symptoms

If the quantity of an item exceeds the maximum quantity, the requisition confirmation page will not be displayed, but the requisition will be created.
The shopping cart is not empty when a new requisition is created.

The issue can be reproduced at will with the following steps:
     1. Navigate : Items > Define Items and Attributes > Purchasing Attributes
          select an item
          set Maximum Quantity : 3
     2. Navigate : eProcurement > Create Requisition
          Go to Express Entry page
          Add Item with Quantity 1
          Go to Checkout Page
          Update the Quantity to 4
          Receive Warning Message
               Warning -- The quantity requested is greater than the suppliers allowable maximum quantity 3 on line 1. (18036,8815)
          Click Ok
          Select the item and click Mass Change
          Enter Ship To 
          Click Done
          Click OK for the message Retrofit field changes to the selected existing requisition lines/schedules not already sourced to POs.
          Click Submit
          Receive warning message
               Warning -- The quantity requested is greater than the suppliers allowable maximum quantity 3 on line 1. (18036,8815)
          Click Ok
          Issue 1 : Requisition is created. Checkout Confirmation page did not open.
     3. Click Home icon
          Navigate : eProcurement > create Requisition
          Issue 2: Shopping Cart is not empty.
