Fluid Position Management Headcount Status Is Shown In English Rather Than Canadian French Language. (Doc ID 3004054.1)

For a Canadian French Language user, creating or changing a Position shows the Headcount Status values as English.

The issue can be reproduced at will with the following steps:
1. Log in as Position Management Administrator as a Canadian French language user.
2. Create a new Position to see the Headcount Status as 'Open' and submit the change to see the Headcount Status as 'Vacant'.  Workforce Administrator > Position Management > Manage Positions.
3. Add a new row to an existing Position that is in use to see the Headcount Status as 'Filled' is in English instead of Canadian French.
