Add Button is Not Available To Add Punchout Items From the Item History page to the Requisition Cart When Requester Business Unit Changed on the User Preferences

Symptoms
When requester Business Unit changed on his setup, then any item he added from the item history will be still showing to the requester but he doesn't have an option to add it to the cart.
The issue can be reproduced at will with the following steps:
- Navigate to eProcurement > Create Requisition > and create a new punchout requisition.
- Now change the Business unit on the user preferences page.
- Navigate to : eProcurement > Create Requisition > Item history and notice that the punchout item still showing but there is no option to add it to the cart.
