Count of Printed ACA 1095-C Forms Does Not Match the Count on the ACA Manifest File (Doc ID 3004295.1)

Symptoms

The number of printed PDFs of the ACA 1095C does not match the number of PDFs reported in the Manifest file for the IRS.

Steps to reproduce the issue:

     1. Run the Create ACA XML Files process with Final Run selected (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
     2. Print 1095-C Forms for employees from the .pdf file on the Report Manager (Navigation: Reporting Tools > Report Manager).
     3. Compare the count of the hard copy forms to the number of forms reported in the Manifest file produced by the Create ACA XML Files process found in the Process Scheduler
         (Navigation: PeopleTools > Process Scheduler > Process Monitor, Details link, View Log/Trace link).
