E-DPK: Unable To Start The PeopleSoft VM VBoxManage.exe: Error: The Virtual Machine Has Terminated Unexpectedly During Startup (Doc ID 3004594.1)

Symptoms

Running DPK psft-dpk-setup.bat for HCM PUM image and receive warning and unable to start the PeopleSoft VM [VBOX_*.**.**_SHELL]

Host-Only Network Adapter and receive on console:

Starting the Imported PeopleSoft Appliance VM: [WARNING]
Unable to start the PeopleSoft VM [VBOX_*.**.**_SHELL].

psft_dpk_setup.log contains
psftutils.py ERROR : Execution of command returned StdErr
VBoxManage.exe: error: The virtual machine 'VBOX_*.**.**_SHELL' has terminated unexpectedly during startup with exit code 1 (0x1). More details may be available in 'C:\Users\***\VirtualBox VMs\VBOX_*.**.**_SHELL\Logs\VBoxHardening.log'

VBoxHardening.log contains:
1724.391c: Fatal error:
1724.391c: supR3HardenedMainGetTrustedMain: LoadLibrary "C:\Program Files\Oracle\VirtualBox/VirtualBoxVM.dll" failed, rc=126

The issue can be reproduced at will with the following steps:
1. Run DPK for VBox HCM PUM image
2. Observe warning message in console, see error in log
3. Not able to start VBox
