E-PCM: Shifting Database Failed at Step "PscDBRmanSetup.configure_rman" Using Cloud Manager 16 (Doc ID 3004932.1)

Symptoms

While doing lift and shift for an environment, database shift provisioning failed with below error on provision status page:

Performing DB Tier Install activity Failed
- PscDBRmanSetup.create_container Completed
- PscDBRmanSetup.setup_odcbm Completed
- PscDBRmanSetup.configure_rman Failed


The issue can be reproduced at will with the following steps:
1. Start creating new environment from lifted database
2. Navigate to Homepage > Environment Tile > Select provisioned environment > Provision Task Status
3. Notice the error while performing DB tier install activity
