When Updating To PUM Image 48, Data Mover Export "UPD34764754_01_EXP_DMS" Fails with "ORA-01843: Not a Valid Month" Error. (Doc ID 3007992.1)

Symptoms

When applying updates from PUM Image 48, during Change Assistant job "Running Data Mover Export" UPD34764754_01_EXP_DMS step fails with the following error:

 Export HR_MO_FLDNM_LNG 2

 Message Set Number: 200
 Message Number: 0
 Message Reason: File: Data MoverSQL error. Stmt #: 0 Error Position: 227 Return: 1843 - ORA-01843: Not a Valid Month.

The issue can be reproduced at will with the following steps:
1. Create change package from PUM Image 48
2. Apply change package using Change Assistant
3. Run "Running DataMover Export UPD34764754_01_EXP_DMS" step.
