HCM: Fluid Job Data Gives Validation Warning "Change Percent Is Greater Than 20. (1000,30)" When Changing Compensation Sequence Number Only (Doc ID 3009425.1)

Symptoms

When creating a fluid job action for an employee, and only updating the compensation sequence number from 0 to 1, the user gets a warning about the change percent being greater than 20% on the validate step. However, no actual amount was changed.

The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administration fluid home > Manage Human Resources > Manage Job
2. Search for an employee and create a Pay Rate Change Job Action
3. On Compensation, only update the Sequence number from 0 to 1
4. Go to Validate step and click the Validate button
5. User gets a warning about the change being greater than 20% even though the amount did not actually change.
