An Aid Year 2024-2025 Pell Grant is Awarded When the ISIR 'Pell Grant Eligibility' Flag is Set to 'No' (Doc ID 3010891.1)

Symptoms

When packaging Pell Grant for Aid Year 2025, Pell is allowed to be awarded when the 'Pell Grant Eligibility' flag, as indicated on the ISIR, is set to 'No'.

It's expected that the award packaging or validation process will only allow the awarding of Pell when the indicator is set to 'Yes'.

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package for Aid Year 2025.
  2. Choose a student with the Pell Grant Eligibility flag set to 'No', as indicated on the Financial Aid > Federal Application Data > Correct ISIR Records > SAI and Flags page.
  3. Manually enter a Pell item type for the student - leaving the amount 0.
  4. Click Validate and note the item type is awarded and not set to 0 with a message.

Changes

The issue occurs after applying the fixes related to Patch 35043037: 2024-2025 ISIR Update: FAFSA Simplification, from CS 9.2 PUM Image 31 (or the PRP when it was available prior to the release of Image 31).
