CFR (Canadian French) Appears in English on Pages with Name Fields (Doc ID 3011923.1)

Symptoms


When logged in as a CFR user, any pages that include a name the field names are in English instead of CFR.


The issue can be reproduced at will with the following steps:
1. Campus Communit -> Biodemo information -> Personal Information
2. Note when logged in as CFR user the fields labels (first name, middle name, etc) are in English
