Symptoms

If the Purchase Business Unit is not defined on the User Preferences page, the user receives an error when clicking on the Create Requisition tile.

The issue can be reproduced at will with the following steps:
1. Navigate : Setup Financials/Supply Chain > Common Definitions > User Preferences > Define User Preference > UserID
2. Click Overall Preference
3. Business Unit : Blank value
4. Save
5. Navigate : eProcurement Tile > Create Requisition Tile
Issue : Receive Error
