TBH: All Job Compensation Rows Are Not Copied from Previous Job Row When Transferring an Employee Using a Template Based Hire (Doc ID 3012206.1)

Symptoms

When an employee is transferred to another position using the Smart HR Template, the Compensation rate code is not carried forward from the previous job row to the new job row(Transfer row).
This issue occurs when the template section used in the Smart HR Template has default values.

Steps to reproduce the issue:

Prerequisite: The template used for the Employee transfer should have the section ID JOB_COMP_PAY_CMPNT with a default rate code.
1. Transfer an employee using the Smart HR Template.
    Workforce Administration > Smart HR Template > Smart HR Transactions > Smart HR Transactions
2. Verify the Job Data.

Notice that the rate code is not present on the job row for the transfer action.
