After Applying CS 9.2 PUM31, FA Term is Running Long

Symptoms
After applying CS 9.2.031 the FA Term process is running for a very long time. Run times have increased from 6-7 hours to 32 hours.
The issue can be reproduced at will with the following steps:
1. Financial Aid -> FA Term -> Create FA Term Driver Records then Build FA Term in Batch
2. Submit the Build FA Term in Batch to the Process Scheduler
3. Note the time it takes for the process to complete is longer than in the past.
