E-CA: Defining Database in Change Assistant Fails With "User ID/Password test failed!" (Doc ID 3012470.1)

Symptoms

When trying to define the Database (Target environment), Change Assistant fails to connect with the below error message -

User ID/Password test failed!

Steps:
------

The issue can be reproduced at will with the following steps:
1. Open the Change Assistant.
2. Define the Database in Change Assistant.
3. See the error.

Changes

 ACCESS ID password was changed only at the Oracle Database level.
