Symptoms

When attempting to upgrade tools version from PT 8.58.17 to PT 8.60.07 the following error occurs during "Loading Additional System Data" step from Change Assistant:

Importing PSPTSEC_TOKEN
 Message Set Number: 200
 Message Number: 0

 Message Reason: File: Data MoverSQL error. Stmt #: 0 Error Position: 0 Return: 1400 - ORA-01400: cannot insert NULL into ("SYSADM"."PSPTSEC_TOKEN"."PTTOKENURL")
Failed SQL stmt: INSERT INTO PSPTSEC_TOKEN (PTAPP_NAME, PTAUTHSERVER, PTCLIENT_ID, PTCLIENT_SECRET, PTSECTYPE, PTSCOPE, PTISS, PTTOKENTYPEAT, PTTENANT, PTAUDIENCE1, PTAUDIENCE2, PTAUTHFLOW, PTIB_EXTNAME, PTSTATE, PTREFRESH, PTSCOPE_URL) VALUES (:1, :2, :3, :4, :5, :6, :7, :8, :9, :10, :11, :12, :13, :14, :15, :16) (200,0)

The issue can be reproduced at will with the following steps:
1. Perform upgrade from 8.58.17 to 8.60.07
2. Observe the error during "Loading Additional System Data" step from Change Assistant
