Goal

When a Component Interface (CI) layer processing error occurs while processing a CI REST Service on PeopleTools (PT) 8.58.xx, an HTTP 200 status code is returned instead of a 400.
However, why does the same scenario result in a 400 being returned in PT 8.59 and later?
