Pell Grant Not Being Awarded for Teaching Certificate in Aid Year 2024-2025 - Award Validation Fails with Edit 9033 (Doc ID 3013770.1)

Symptoms

When packaging Pell for 2025, students with an ISIR indicating they are pursuing a teaching credential/certificate and also have a first bachelor's degree are not being awarded the Pell, which fails Award Validation with edit 9033 - "Student has Bachelors degree based on the 1st_BACH_DEGREE code. As a result, this student is not PELL eligible."

Like in previous years, students who indicate on the ISIR that they are pursuing a teaching credential are expected to be awarded Pell, even with the first bachelor's (which would normally otherwise disqualify) also indicated. The Validation message implies that packaging is only looking at the first bachelor's value and ignoring or not properly recognizing the teacher certification value.

The issue can be reproduced at will with the following steps:

  1. Using query, identify a student in Aid Year 2025 ISIR_STUDENT.FIRST_BACH_DEGREE and SFA_ISIR_STU.SFA_TEACHER_CERT both set to value '1' (yes).
  2. On Financial Aid > Financial Aid Term > Maintain Student FA Term > Financial Aid Info, and the current effective dated row on all Aid Year 2025 terms being awarded Pell, ensure the NSLDS Loan Year is set to a value that is not Graduate level. Rebuild FA Term or override the Loan Year value as necessary.
  3. On Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package for the student and Aid Year 2025, manually assign the Pell item type.
  4. Click 'Validate' and note the item type is assigned with a 0 amount, and click the 'Message' link at the end of the row to verify the 9033 edit message.
