Navigation Collections from the Profile Tile With Multiple Tabs Are Not Accessible Using The Tab Key In Screen Reader Mode

Symptoms
When signed in as a student using the Screen Reader mode, there is an accessibility issue on Profile tile, Personal Details page and Ethnicity pages. The tab key does not work when attempting to move between Personal and Biographic tabs, and the tabs on the Ethnicity page. Clicking tab moves downward on the page with focus. To move between the tabs, the up and down arrow keys must be used. The expectation is, from an accessibility perspective, using Screen Reader mode should allow tabbing between components.
The issue can be reproduced at will with the following steps:
- Sign in as a student in Screen Reader mode;
- Click on the Profile Tile;
- On the Personal Details navigation collection, click the tab key;
- Note the control stays within the Personal Details tab and does not move to the Biographic tab;
- The same behaviour is noted when selecting the Ethnicity navigation collection.
