When creating a new effective in the Employee Tax Data and updating the VA to MT state, SWT_ALLOWANCES is carrying forward the previous row value.

Steps to reproduce the issue:

The issue can be reproduced at will with the following steps:
1. State Tax Data
Effective Date: 06/26/2023
State: VA
Resident/ UI Jurisdiction.
Withholding Allowances: 8 (VA Form VA-4 line 1a)
Additional Allowances:0 (VA Form VA-4 line 1b)

2. Add a new effective row for MT
Effective Date: 02/26/2024
Resident/UI Jurisdiction
Withholding Allowances:0 (greyed out)
Additional Amount:0.00 (MT Form MW-4 line 3)
Additional Allowances:0.00 (greyed out)
Reduced Withholding:Blank (MT Form MW-4 line 4)
