E-UPG: PeopleTools Upgrade Step "Running a DBTSFIX Report" Hangs on the First Script (Doc ID 3015165.1)

Symptoms

When upgrading a database on PeopleTools 8.58 or lower to PeopleTools 8.6x.xx, Change Assistant runs step "Running a DBTSFIX Report".  This step modifies all rel scripts that are used in the upgrade and gives them a name like "rel8xxnDBTSFIX.sql".  When Change Assistant runs this step, it does not recognize that the first rel script has been processed and that the new rel8xxnDBTSFIX.sql has been generated, causing it to not process the next rel script.  Change Assistant continues to run thinking the first script is still being processed.
