E-CLOUD: Manual Backup of ADB Database Failed With Error "The Autonomous Database operation failed due to an unknown error." (Doc ID 3015178.1)

Symptoms

When attempting to backup environment (env) with  Autonomous Database (ADB) , the following error occurs.  



The issue can be reproduced at will with the following steps:
1. open environment tile
2. bring up env menu, backup and restore
3. create backup for ADB db tier
