Symptoms
QP2 Not Refunded for Overpayments When CP2 Balance is Available
This scenario occurs for an employee who has maxed their CPP balance and has already paid some CP2.
If this employee has been overpaid and having an overpayment processed, and they are currently in any other province besides Quebec, the system is behaving as expected. The system refunds the CP2 balance and refunds the rest from CPP.
However, if this employee (who has paid CP2 and CPP) is now in Quebec, the overpayment will only refund from QPP, the system is not refunding any QP2. We would expect the system to refund a small amount of QP2 based on the CP2 balance.
The issue can be reproduced with the following steps:
1. Identify an EE that has both CP2 and CPP balances
2. Transfer the EE to QC - Workforce Administration>Job Information>Job Data
3. Process a cheque that has a payment NOT subject to CPP / QPP and an overpayment subject to CPP / QPP
4. Currently the cheque that is produced ONLY refunds QPP (even though the EE does not have a QPP balance – Payroll for North America>Payroll Processing CAN>Produce Payroll>Review Paycheque
