Entered Page Value Is Blanked Out Once Hitting Refresh Or Clicking Icon On The Page (Doc ID 3015980.1)

Symptoms

When a particular user enters a USERID on the Select Delegator page then selects the Create Delegation Request button, the page that displays is blank. If the user instead clicks refresh, the USERID value entered is blank. Other users with similar security have no problem with the page.

Steps to reproduce the issue:

     1. User navigates to Enterprise Components > Delegation > Administer Delegation, Add Delegation Request link.
     2. Enter a USERID.
     3. Select the Create Delegation Request button.
     4. See that the page that opens is blank.
     5. Return to the Add Delegation Request page.
     6. Enter the USERID again.
     7. Click refresh.
     8. See that the USERID has been deleted.
