HCM: Announcements Tile Takes User to Search Page Instead of Displaying the Announcements

Symptoms
When clicking on Announcements tile from the fluid homepage, the Announcements list is not coming up as expected. The user is shown a broken search page with an Operator ID field instead. This happens in two scenarios:
Scenario 1:
1. Log into PIA.
2. Navigate to ESS fluid homepage > Announcements tile.
3. User will see the broken search page
Scenario 2:
1. Log into PIA.
2. Navigate to ESS fluid homepage > Announcements tile.
3. Click to view the details of any announcement
4. User will see the broken search page.
Changes
Issue was noticed after doing a Tools upgrade to 8.60.11.
