Batch Tuition Calculation Fails For Some Students and Does Not Insert An Error Message Into PS_CALC_MESSAGES (Doc ID 3019749.1)

Symptoms

 Batch Tuition Calculation has been run repeatedly,  however the TUIT_CALC_REQ flag in PS_STDNT_CAR_TERM is never turned off and tuition and fees are not posted or adjusted when needed for some students.

These same students will fail when calculated on-line, and  a pop up error window will display  one of the following messages:

Unable to Calculate Tuition for this Student (14811, 41)

or

Unable to calculate Tuition Group or evaluate Fee Trigger / Waiver. (14815,26)
